Project Organisation Chart
The Administrative/Financial Officer of IAASARS/NOA will interact directly with the EC Financial Officer for the financial and administrative aspects of the project.
The Project Coordinator (PC), who is the single point of contact for the EC Technical Officer. For the BEYOND project, the Project Coordinator will be Dr. Charalabos (Haris) Kontoes, Research Director of IAASARS/NOA. A direct communication between the PC, the appointed EC technical officer, the Administrative/Financial Officer, the Quality assurance coordinator will be established through the Management Boards (i.e. Steering Committee, Project Management Board and External Advisory Board).
The PC is responsible for the implementation of specific activities as:
- Reporting to EC services and contacting them for administrative purposes;
- Coordinating the periodic reports;
- Internal reporting and reviewing procedures;
- Coordinating the final report; and
- Resolving conflicts. Conflicts will be addressed by the PMB. If they cannot be resolved by the PMB a decision will be made by the PC. If necessary, input from the EC Project Officer will be sought.
Administrative/Financial Officer (AFO). The primary responsibility will be to
- collect all costs incurred during the reporting periods, broken down by type of activity;
- report costs to the EC: summary of the cost statements, cost certificate, person-month level justification, and summary financial report by the coordinator;
- obtain certificates on financial statements from auditors when needed.
The Project Administrator will be based at IAASARS/NOA and will report to the Project Coordinator.
Quality Assurance Coordinator (QAC). The QAC will set the quality criteria with the PC and he will monitor the progress of the WPs and tasks against them. He will also check the deliverables of the WPs before they are delivered to the EC. The QAC is also responsible to evaluate the overall progress in capacity building. For the BEYOND project, the QAC is Dr. Ioannis A. Daglis (Head of IAASARS/NOA institute), who will be assisted by Mr. Ioannis Papoutsis.
Project Execution Level
Work Package Leaders (WPL): WPLs will be responsible for progress of each work package and related tasks. It is the responsibility of the WPLs to coordinate different beneficiaries and activities within each work package and to ensure that all the deliverables are produced. WPLs report to the Project Coordinator on a regular basis. They will work inclose collaboration and provide the necessary information on advancement of the work. The WPLs directly collaborate with the Partnering and Supporting organisations in order to obtain the appropriate consultation and guidance for the achievement of IAASARS/NOA objectives. Moreover, WPLs will interact with the users and beneficiaries for dissemination of IAASARS/NOA achievements and feedback on the performance of the services of BEYOND.
The Project Boards
The boards that will support the PC in his management role are as follows:
1. The Steering Committee
The Steering Committee should be consulted when needed for strategic decisions (e.g. when constraints are met). Each partnering organisation that will participate in the Steering Committee will appoint a key person that will help IAASARS/NOA to gain managerial expertise and design the future and sustainability of BEYOND. Specifically, the Steering Committee's Contribution to Action Plan is expected to be:
- Provide guidelines for the quality control of technical aspects of the project;
- Identify FP7 opportunities for IAASARS/NOA to participate in the future and ensure more effective contribution to the European Research Era;
- Help to build more effective links with stakeholders
- Provide the expertise needed for IAASARS/NOA to successfully implement its Action Plan;
- Consult and help IAASARS/NOA to develop ideas for ensuring sustainability of its improved research capacity beyond the projects end and maintain its position as a regional leading research group in the field of EO based disaster monitoring;
- The research expertise of the Steering Committee’s members will help in the identification of the most effective and productive research directions that IAASARS/NOA should follow and help in the development of the appropriate strategic research plan.
The Steering Committee of the BEYOND project comprises the project manager, members from the partnering organisations as well as representatives of end users:

- Professor Jose A. Sobrino (Global Change Unit-GCU, University of Valencia);
- Professor Jose-Luis Casanova (Remote Sensing Laboratory - LATUV, University of Valladolid);
- Dr. Jose M. Baldasano (Barcelona Supercomputing Center - BSC);
- Dr. Andreas Stohl (Norwegian Institute for Air Research - NILU);
- Dr. Rosa Lasaponara/Dr. Gelsomina Pappalardo (Institute of Methodologies for Environmental Analysis of the Italian National Research Council – IMAA-CNR);
- Dr. Andrea Buzzi (Institute of Atmospheric Sciences and Climate of the Italian National Research Council-ISAC-CNR);
- Greek Ministry of Environment, Energy and Climate Change (End users);
- Professor Martin Wooster (King's College London - KCL); and
- Dr. Monika Korte (German Research Center for Geosciences - GFZ);
3. The EAC
The External Advisory Committee (EAC) is composed of invited external experts and representatives from governmental institutions and the industry. External experts are selected based on their recent and ongoing activities and a high competence on all aspects of the BEYOND. The functions of EAC will be:
- To provide specific knowledge, guidance on most important EO issues and on the overall strategies of the Project;
- To advise PC on Project implementation, advanced networking and dissemination strategies and on the interaction of the Project with other initiatives and programs;
- To formulate recommendations for new actions and activities within the Project;
- To provide synergy with the most relevant EO initiatives in the world.
The members of EAC will be:
- At a scientific and dissemination level, by providing synergy with most EO relevant initiatives in the world:
- Dr. Menas Kafatos (Dean of Schmid College of Science & Technology, Chapman University);
- Dr. Slobodan Nickovic (Scientific Officer, at WMO),
- Dr. Vasilis Tsagaris (GEOBalkaNET and OBSERVE),
- Dr. Stefan Voigt (Deutsches Zentrum fur Luft- und Raumfahrt e.V.); and
- Mr. Gunther Kohlammer (Head of Ground Segment Department, ESA, ESRIN) or other ESA staff.
- At R&D management level, by providing guidance in the submission of competitive proposals at national and international level:
- Dr. Xenophon Tsilibaris (from the Greek Research and Technology Network GRNET); and
- Mrs. Georgia Tzenou (FP7 National Contact Point).
